Several Film Associations Lash Out at Film Federation
An internal battle within the 24-Crafts workers’ union system, considered the backbone of the Telugu film industry, has erupted into the open, with serious allegations being levelled against the functioning of the Film Federation, its leadership, union elections, workers’ rights and the affairs of the Chitrapuri Housing Society.
Representatives of several film associations have alleged that Vallabhaneni Anil, President of the Telugu Film Employees Federation (Telugu Film Workers Federation), has been interfering in the affairs of various unions and attempting to consolidate control over the 24-Crafts Federation. Allegations have also been raised over the financial affairs, memberships, house allotments and inquiry reports relating to the Chitrapuri Housing Society.
Against this backdrop, representatives of film workers’ organisations and Chitrapuri residents approached the Telugu Film Chamber and submitted a representation seeking immediate action and a comprehensive inquiry into the allegations.
Representation Submitted to Film Chamber
Representatives of the Chitrapuri Sadhana Samithi, 24-Crafts and Chitrapuri Colony affected groups, Telangana Joint Action Committee Film Wing, representatives associated with Osmania University and members of Telangana Cinema Vedika met Telugu Film Chamber Secretary Ashok Kumar and submitted a memorandum.
They urged the Film Chamber to take immediate steps over what they alleged were irregularities and interference within the Federation and to conduct a comprehensive investigation into the affairs of the Chitrapuri Housing Society.
Pasam Yadagiri Demands Action Against Vallabhaneni Anil
Telangana activist and senior journalist Pasam Yadagiri strongly criticised the alleged irregularities. He demanded that cases be registered against Vallabhaneni Anil over the allegations and that he be sent to jail if the charges are established through due process.
Yadagiri said that alleged wrongdoing should not be ignored and called for a thorough investigation into the complaints raised by the affected groups.
‘Attempt to Bring 24-Crafts Under One Person’s Control’
Former Directors’ Association Secretary Maddineni Ramesh made serious allegations regarding the functioning of the Federation.
According to Ramesh, the Federation represents 24 workers’ unions, but an attempt is allegedly being made to increase the influence of one individual across the entire system. He alleged interference in the affairs of several unions, including the Dancers’ Union, Women Workers’ Union and Production Executives Managers’ Union, and claimed that internal differences were being created within these organisations.
He also alleged irregularities involving money and votes during Federation and union elections. According to his allegation, groups that are not favourable to the leadership are being weakened while individuals considered supportive are allegedly being brought into various unions, with the larger objective of gaining control over the Federation.
These allegations, however, remain claims made by the representatives and would require verification through relevant records and an independent inquiry.
‘26,000 Workers Linked to 24-Crafts — Who Is Taking the Decisions?’
Representatives said that the interests of approximately 26,000 workers are connected to the 24-Crafts system.
They stressed that such a large organisation requires a democratic functioning system, protection of the autonomy of individual unions and safeguarding of workers’ rights.
They alleged that, after elections, the Federation leadership should coordinate with all affiliated unions rather than create divisions, align with rival groups or act contrary to the Federation’s by-laws.
₹110-Crore Scam Allegation Over Chitrapuri Housing Society
Dr. Kasturi Srinivas, representative of the Chitrapuri Sadhana Samithi, raised serious allegations regarding the Chitrapuri Housing Society.
He claimed that earlier inquiry reports had referred to alleged financial irregularities involving approximately ₹110 crore. He further claimed that another inquiry report relating to the period 2020–2025 had also been prepared, but that its complete details had not been made public.
According to Srinivas, a General Body meeting was required to be conducted within a stipulated period after the inquiry report was issued, but this allegedly did not take place.
However, the ₹110-crore allegation needs to be independently verified against the relevant inquiry documents, official records and findings of competent authorities before the figure or alleged financial irregularities can be treated as established fact.
Questions Over Memberships and Voters’ List
Serious objections were also raised over membership, voters’ lists, house allotments and registrations in the Chitrapuri Housing Society.
Kasturi Srinivas questioned the status of approximately 1,300 non-members, linking the issue to previous legal proceedings. He demanded that eligibility, membership status and the allotment process be thoroughly examined before further registrations or house allotments are undertaken.
The representatives called for complete transparency in determining who is eligible to become a member and who is entitled to housing benefits.
Dancers’ Union Dispute Escalates
The dispute involving the Dancers’ Union has also become a major point of contention.
V.V. Sumalatha Devi, President of the Telugu Film and TV Dancers and Dance Directors Association, expressed strong objections to the alleged interference of Film Federation President Anil Kumar and Secretary Rayapalli Prasad in the internal affairs of her union.
She alleged that retaliatory action was being taken against her for questioning what she described as irregularities within the union.
Sumalatha Devi said she became the first woman president of the union in 30 years and alleged that she was being prevented from functioning peacefully.
She also demanded that the non-cooperation/suspension imposed on choreographer Johnny Master be withdrawn.
The allegations and demands raised by the union leadership are subject to verification and the positions of the concerned Federation representatives have not been included in the representation above.
‘Democracy Must Be Protected in the Federation’
The representatives demanded that all 24-Crafts unions be given equal importance instead of allowing individual dominance.
They called for internal disputes within individual unions to be resolved within the respective organisations and demanded a transparent system at the Federation level.
They urged the Telugu Film Chamber, Telangana Film Development Corporation, Cinematography Department, Cooperation Department and other competent authorities to conduct a comprehensive inquiry into the allegations and establish the facts.
Demand for Comprehensive Audit and Investigation
The representatives sought a detailed audit and investigation into various aspects of the Chitrapuri Housing Society, including:
Land and property-related matters
Membership records
Voters’ lists
House allotments
Registrations
Utilisation of funds
Financial transactions
Previous inquiry reports
Relevant court orders and legal proceedings
They said they had already submitted complaints and representations to various government departments and authorities and demanded that all relevant documents and inquiry reports be examined before the facts are established.
Several Representatives Attend the Meeting
The programme was attended by Dr. Kasturi Srinivas, representative of Chitrapuri Sadhana Samithi; Maddineni Ramesh, former Secretary of the Directors’ Association; Pasam Yadagiri, Telangana activist and senior journalist; V.V. Sumalatha Devi, President of the Telugu Film and TV Dancers and Dance Directors Association; and representatives of several film organisations, including Hema Jilloju, Kalagara Sudheer, Bhim Reddy, Gurram Raju, Osmania Nagesh, Shiva Shankar Patel, Thota Haritha and Tadivelu, among others.
Film Chamber’s Next Move Under Focus
With allegations concerning the 24-Crafts Federation, the Dancers’ Union dispute and the Chitrapuri Housing Society surfacing simultaneously, the issue has become a subject of discussion within the Telugu film industry.
The key question now is what action the Telugu Film Chamber will take on the representation submitted by the affected groups and workers’ representatives.
The allegations involve multiple organisations, individuals and financial matters. Any definitive conclusion would depend on the examination of official records, inquiry reports, financial documents, court orders and responses from the parties concerned

హైదరాబాద్: తెలుగు సినీ పరిశ్రమకు వెన్నెముకగా భావించే 24 క్రాఫ్ట్స్ కార్మిక సంఘాల వ్యవస్థలో అంతర్గత పోరు రచ్చకెక్కింది. ఫిలిం ఫెడరేషన్లోని అధికార వ్యవహారశైలి, టాలీవుడ్ ఫిలిం ఎంప్లాయిస్ ఫెడరేషన్ (తెలుగు ఫిలిం వర్కర్స్ ఫెడరేషన్) అధ్యక్షుడిగా వల్లభనేని అనిల్ అక్రమాలు, యూనియన్లలో జోక్యం, ఎన్నికల ప్రక్రియ, కార్మికుల హక్కులు, చిత్రపురి హౌసింగ్ సొసైటీ వ్యవహారాలపై తీవ్ర ఆరోపణలు ఒక్కసారిగా తెరపైకి వచ్చాయి. ఒకవైపు ఫెడరేషన్పై నియంతృత్వ పోకడల ఆరోపణలు వినిపిస్తుండగా.. మరోవైపు చిత్రపురి హౌసింగ్ సొసైటీకి సంబంధించిన ఆర్థిక వ్యవహారాలు, సభ్యత్వాలు, ఇళ్ల కేటాయింపులు, విచారణ నివేదికలపై అనేక ప్రశ్నలు లేవనెత్తుతున్నారు. ఈ పరిణామాల నేపథ్యంలో సినీ కార్మిక సంఘాల ప్రతినిధులు తెలుగు ఫిలిం ఛాంబర్ను ఆశ్రయించడం పరిశ్రమలో చర్చనీయాంశంగా మారింది.
చిత్రపురి సాధన సమితి నాయకులు, 24 క్రాఫ్ట్స్–చిత్రపురి కాలనీ బాధితుల ప్రతినిధులు, తెలంగాణ జాయింట్ యాక్షన్ కమిటీ ఫిల్మ్ వింగ్, ఉస్మానియా యూనివర్సిటీ ప్రతినిధులు, తెలంగాణ సినిమా వేదిక సభ్యులు తదితరులు కలిసి తెలుగు ఫిలిం ఛాంబర్ సెక్రటరీ అశోక్ కుమార్ను కలిసి వినతిపత్రం సమర్పించారు. ఫెడరేషన్లో జరుగుతున్నాయని వారు ఆరోపిస్తున్న పరిణామాలపై తక్షణ చర్యలు తీసుకోవాలని, చిత్రపురి వ్యవహారాలపై సమగ్ర విచారణ జరపాలని కోరారు.
తెలంగాణ ఉద్యమకారుడు, సీనియర్ జర్నలిస్టు పాశం యాదగిరి మాట్లాడుతూ తీవ్రంగా మండిపడ్డారు. ఫిలిం ఫెడరేషన్ అధ్యక్షుడిగా వల్లభనేని అనిల్ అక్రమాలపై కేసులు పెట్టి జైలులో పెట్టాలని డిమాండ్ చేశారు. తెలంగాణలో ఇలాంటి మోసగాళ్లను వదిలిపెట్టకూడదన్నారు.
‘24 క్రాఫ్ట్స్ను గుప్పిట్లో పెట్టుకునే ప్రయత్నం’
డైరెక్టర్స్ అసోసియేషన్ మాజీ సెక్రటరీ మద్దినేని రమేష్ చేసిన వ్యాఖ్యలు ఈ వ్యవహారాన్ని మరింత తీవ్రంగా మార్చాయి. 24 కార్మిక సంఘాలతో కూడిన ఫెడరేషన్లో ఒక వ్యక్తి ఆధిపత్యం పెరుగుతోందని ఆయన ఆరోపించారు. డ్యాన్సర్స్ యూనియన్, మహిళా వర్కర్స్ యూనియన్, ప్రొడక్షన్ ఎగ్జిక్యూటివ్స్ మేనేజర్స్ యూనియన్ వంటి పలు సంఘాల వ్యవహారాల్లో జోక్యం చేసుకుంటూ, వాటిలో విభేదాలు సృష్టిస్తున్నారని ఆరోపించారు. ఫెడరేషన్ ఎన్నికలు, యూనియన్ ఎన్నికల సమయంలో డబ్బు, ఓట్ల వ్యవహారం జరుగుతోందని ఆయన ఆరోపించారు. తనకు అనుకూలంగా లేని వర్గాలను బలహీనపరిచి, అనుకూల వ్యక్తులను వివిధ సంఘాల్లోకి తీసుకురావడం ద్వారా మొత్తం ఫెడరేషన్ను ఆధీనంలోకి తెచ్చుకునే ప్రయత్నం జరుగుతోందని పేర్కొన్నారు.
‘ఫెడరేషన్కు 26 వేల మంది కార్మికులు.. నిర్ణయాలు కొందరి చేతుల్లోనా?’
24 క్రాఫ్ట్స్లో సుమారు 26 వేల మంది కార్మికుల ప్రయోజనాలు ముడిపడి ఉన్నాయని ప్రతినిధులు పేర్కొన్నారు. ఇంత పెద్ద వ్యవస్థలో ప్రజాస్వామ్యబద్ధమైన విధానం, యూనియన్ల స్వతంత్రత, కార్మికుల హక్కులు కాపాడాల్సిన అవసరం ఉందన్నారు. ఎన్నికలు పూర్తయిన తర్వాత ఫెడరేషన్ నాయకత్వం అన్ని యూనియన్లను సమన్వయం చేయాల్సి ఉండగా, విభేదాలు సృష్టించడం, ప్రత్యర్థి వర్గాలతో చేతులు కలపడం, బైలాస్కు విరుద్ధంగా వ్యవహరించడం వంటి ఆరోపణలు తీవ్ర చర్చకు దారితీశాయి.
చిత్రపురిపై రూ.110 కోట్ల స్కామ్ ఆరోపణలు!
చిత్రపురి సాధన సమితి ప్రతినిధి కస్తూరి శ్రీనివాస్ చిత్రపురి హౌసింగ్ సొసైటీ వ్యవహారాలపై తీవ్ర ఆరోపణలు చేశారు. గతంలో జరిగిన విచారణ నివేదికల్లో సుమారు రూ.110 కోట్ల మేర ఆర్థిక అవకతవకలు జరిగినట్లు పేర్కొన్నారని ఆయన తెలిపారు. 2020–2025 కాలానికి సంబంధించి మరో విచారణ నివేదిక కూడా సిద్ధమైందని, అందులోని వివరాలను పూర్తిగా బహిర్గతం చేయలేదని ఆరోపించారు. విచారణ నివేదిక బయటకు వచ్చిన తర్వాత నిర్దిష్ట కాలవ్యవధిలో జనరల్ బాడీ సమావేశం నిర్వహించాల్సి ఉన్నప్పటికీ అది జరగలేదని పేర్కొన్నారు. అయితే ఈ రూ.110 కోట్లకు సంబంధించిన ఆరోపణలు సంబంధిత విచారణ పత్రాలు, అధికారిక నివేదికల ఆధారంగా స్వతంత్రంగా నిర్ధారించాల్సి ఉంది.

చిత్రపురి హౌసింగ్ సొసైటీలో సభ్యత్వాలు, ఓటర్ల జాబితా, ఇళ్ల కేటాయింపులు, రిజిస్ట్రేషన్ల విషయంలో కూడా తీవ్ర అభ్యంతరాలు వ్యక్తమయ్యాయి. సుమారు 1,300 మంది నాన్-మెంబర్ల అంశాన్ని గత న్యాయపరమైన వ్యవహారాలతో ముడిపెట్టి కస్తూరి శ్రీనివాస్ ప్రశ్నించారు. అర్హత, సభ్యత్వం, కేటాయింపు ప్రక్రియపై పూర్తిస్థాయిలో పరిశీలన జరిపిన తర్వాతే రిజిస్ట్రేషన్లు, ఇళ్ల కేటాయింపులు జరగాలని ఆయన డిమాండ్ చేశారు.
డ్యాన్సర్స్ యూనియన్ వివాదం కూడా ముదిరింది
ఇదే సమయంలో డ్యాన్సర్స్ యూనియన్ వ్యవహారం కూడా వివాదానికి కేంద్రంగా మారింది. తెలుగు ఫిల్మ్ అండ్ టీవీ డ్యాన్సర్స్ అండ్ డ్యాన్స్ డైరెక్టర్స్ అసోసియేషన్ అధ్యక్షురాలు వి.వి. సుమలతా దేవి ఫిలిం ఫెడరేషన్ వైఖరిపై తీవ్ర అభ్యంతరం వ్యక్తం చేశారు. ఫెడరేషన్ అధ్యక్షుడు అనిల్ కుమార్, కార్యదర్శి రాయపల్లి ప్రసాద్లు తమ యూనియన్ అంతర్గత వ్యవహారాల్లో జోక్యం చేసుకుంటున్నారని ఆమె ఆరోపించారు. యూనియన్లో జరుగుతున్నాయని తాము ఆరోపిస్తున్న అవకతవకలను ప్రశ్నించినందుకే తమపై కక్షసాధింపు చర్యలు తీసుకుంటున్నారని పేర్కొన్నారు. 30 ఏళ్ల తర్వాత తొలిసారిగా మహిళా అధ్యక్షురాలిగా ఎన్నికైన తనను ప్రశాంతంగా పనిచేయనివ్వకుండా ఇబ్బందులకు గురిచేస్తున్నారని ఆమె ఆరోపించారు. జానీ మాస్టర్పై విధించిన నాన్-కోఆపరేషన్/సస్పెన్షన్ను ఎత్తివేయాలని కూడా డిమాండ్ చేశారు.
‘ఫెడరేషన్లో ప్రజాస్వామ్యాన్ని కాపాడాలి’
ఫెడరేషన్లో వ్యక్తిగత ఆధిపత్యం కాకుండా 24 క్రాఫ్ట్స్లోని అన్ని సంఘాలకు సమాన ప్రాధాన్యత ఇవ్వాలని ప్రతినిధులు కోరారు. యూనియన్ల అంతర్గత సమస్యలను సంబంధిత సంఘాల పరిధిలోనే పరిష్కరించాలని, ఫెడరేషన్ స్థాయిలో పారదర్శక విధానాన్ని పాటించాలని డిమాండ్ చేశారు. ఫిలిం ఛాంబర్, ఫిలిం డెవలప్మెంట్ కార్పొరేషన్, సినిమాటోగ్రఫీ శాఖ, సహకార శాఖతో పాటు సంబంధిత అధికార సంస్థలు ఈ ఆరోపణలపై సమగ్రంగా విచారణ జరిపి వాస్తవాలను వెలుగులోకి తీసుకురావాలని వారు కోరారు.
‘విచారణ జరిపితే వాస్తవాలు బయటకు వస్తాయి’
చిత్రపురి హౌసింగ్ సొసైటీకి సంబంధించిన భూములు, సభ్యత్వాలు, ఓటర్ల జాబితా, ఇళ్ల కేటాయింపులు, రిజిస్ట్రేషన్లు, నిధుల వినియోగం వంటి అంశాలపై సమగ్ర ఆడిట్, విచారణ అవసరమని ప్రతినిధులు పేర్కొన్నారు. తాము అధికారులకు, వివిధ ప్రభుత్వ సంస్థలకు ఇప్పటికే పలు ఫిర్యాదులు, వినతిపత్రాలు సమర్పించినట్లు తెలిపారు. సంబంధిత పత్రాలు, విచారణ నివేదికలు, కోర్టు ఆదేశాలను పరిశీలించి వాస్తవాలను బహిర్గతం చేయాలని కోరారు.

24 క్రాఫ్ట్స్ ఫెడరేషన్ వ్యవహారం, డ్యాన్సర్స్ యూనియన్ వివాదం, చిత్రపురి హౌసింగ్ సొసైటీ ఆరోపణలు ఒకేసారి తెరపైకి రావడంతో తెలుగు సినీ పరిశ్రమలో ఈ అంశం చర్చనీయాంశమవుతోంది. బాధితులు, కార్మిక సంఘాల ప్రతినిధులు సమర్పించిన వినతిపత్రంపై తెలుగు ఫిలిం ఛాంబర్ ఎలాంటి చర్యలు తీసుకుంటుందన్నది ఇప్పుడు కీలకంగా మారింది.
